The declaration emphasizes adherence to religious principles, the philosophy of sufficiency economy, Thai cultural values, and five key moral principles: sufficiency, discipline, honesty, volunteerism, and gratitude.
The organization aims to foster a transparent, socially responsible entity by adopting policies such as the No Gift Policy, which forbids receiving gifts or presents of any kind in the course of official duties. The policy also emphasizes good governance, aiming to create a model public organization based on ethical principles. The declaration highlights commitments to combating corruption, preventing and addressing sexual harassment in the workplace, and ensuring that the National Institute of Educational Testing Service (Public Organization) (NIETS) becomes a model of ethical organization. NIETS personnel are encouraged to adhere to these moral values and integrate them into their daily work and lives, drawing inspiration from Thai cultural traditions and the principles of sufficiency economy, and these approaches will empower them to live and work happily and efficiently.
