1. Construct, conduct and serve educational tests and other forms of assessment that will be recognized and respected on both national and international levels, including by fellow ASEAN countries.
2. Conduct research and development in knowledge construct of an educational assessment.
3. Be the Center of Excellence in testing and other forms of assessment on both national and international levels, including by fellow ASEAN countries.
4. Be the accreditation center for the standards for educational assessments and testing agencies.
5. Be an organization managed according to the principles of good governance.
