Secretariat Office of the Teachers’ Council of Thailand and NIETS signed a MoU for test management to request for granting professional license.

The National Institute of Educational Testing Service (Public Organization) (NIETS) and Secretariat Office of the Teachers’ Council of Thailand signed a memorandum of understanding (MoU) to jointly implement for testing management to granting professional license, which were signed by Director-General of NIETS, Asst. Prof. Sirida Burachat, Ph.D., and Deputy Secretary-General of Office of the Education Council, Wattanaporn Rangubtook, Ph.D., on 22 October 2019, at Thaiyacharn Auditorium, 3^rd floor, building 2 of Secretariat Office of the Teachers’ Council of Thailand (Khurusapha).

Ms.Wattanaporn Rangubtook, Ph.D., Secretary-General of Teachers’ Council of Thailand (Khurusapha) mentioned to two objectives of signing MOU. One is to construct test items and provide item bank for teacher competency testing and the other is to implement test management in order to granting professional license. Secretariat Office of the Teachers’ Council of Thailand will make a deal with budget supporting in implementing to construct test items and organize testing to request for granting professional license for NIETS as main agent of academic term in determining competencies focused on job analysis/ content validation survey to guarantee competency standard according to teacher performance standards through technical competency, and define test specifications. NIETS takes the responsibility for constructing test items, item bank for teacher competency testing, organizes testing and provides score data of testing to request for granting professional license as identified.

For implementation guideline in testing management to granting professional license in November and December 2019, Secretariat Office of the Teachers’ Council of Thailand verified test blueprint, cooperated with Thailand Education Deans Council (TEDC). In December 2019 – February 2020, NIETS will construct teacher competency test items and they expected that testing to serve the requesting for granting professional license will be organized in May 2020.

Director of NIETS, thanked Secretariat Office of the Teachers’ Council of Thailand for entrusting with this responsibility as national level agent organizing educational testing and providing testing services for interested organizations. NIETS is ready to construct test items and organize testing to request for granting professional license with effectively testing administering in accordance with national educational testing standards.
