The E-Testing system
Background
The National Institute of Educational Testing Service (Public Organization) collaborated with 9 NIETS’s network centers to generate and develop the national testing by using an electronic testing (E-Testing) system for preparing the multiple testing forms and using multimedia in the testing. The E-Testing was used for replacing the paper-based testing that was not compatible with audio text and visual animation. NIETS assigned Suranaree University to conduct research and to develop the testing using the E-Testing system, and finally to install the E-Testing system in 9 NIETS’s network centers as the testing operation, consisting of
1. The North region (Chiang Mai University and Naresuan University)
2. The Central region (NIETS centers at Chulalongkorn University and King Mongkut’s University of Technology Thonburi)
3. The North-East region (Khon Kaen University, and Suranaree University)
4. The East region (Burapa University)
5. The South region (Walailak University, and Prince of Songkla University)
For preparing the testing used the E-Testing system as the qualified standards, the widen utilization, and the testing results for international endorsement, NIETS conveys knowledge and testing management used the E-Testing system to people involving educational testing management in many institutes. NIETS’s network centers coordinate and spread knowledge, experiences, and operate the testing management by using the effective and standard E-Testing system.
When do we use the E-Testing system?
NIETS began to use the E-Testing system for the first time on September 6, 2014, in the proficiency testing in learning measures and assessment of teachers, the third round of the fiscal year 2013 at the examination centers consisting of Naresuan University, Suranaree University, and Santirat Witthayalai School. It plans to use this system for other testing operations in the future.
How is the E-Testing system desirable?
1. increasingly expand the testing opportunities for test takers.
2. preparing several testing management operations impartially.
3. providing the multiple testing formats attached multimedia to perform the complete testing, such as slide, animation, audio text, and video, of which paper-based testing is not capable.
4. decreasing limitations of time, resources, and expenditure for proceeding publishing, transportation, administration, examination, and data processing.
5. preventing examination corruptions due to diverse sets and forms of exams.
6. developing the testing system to reach international standards and to encourage the testing formats to respond to the international level in the future.

Qualifications of the E-Testing examination halls
1. have an operative computer laboratory.
2. have a local area network in each room and can connect to outside units via internet to the NIETS center.
3. have computer technical staff who are able to (a) primary problem analysis such as computer, network, or program caused. and (b) the E-Testing system maintainer trained by NIETS
4. have the uninterruptible power system (UPS)
5. have official staff who can be available to communicate and coordinate on business hours.
6. have 33-35 computer sets in each examination room and have at least 3 rooms for 1 examination hall.
