On December 24, 2024, the National Institute of Educational Testing Service (Public Organization), or NIETS, organized the 12/2024 National Institute of Educational Testing Service internal meeting. Asst.Prof. Sirida Burachart, Ph.D, the Director of NIETS, announced and gave the policy of “Being an agency where all government officials do not accept all kinds of gifts or presents in their performance duties (No Gift Policy)” to the executives and official officers to raise awareness and create a working culture for denying all kinds of gifts and presents in the performance of their duties in order to show their firm determination in performing their duties and administration. NIETS is an agency with the main objectives of managing and conducting education, research, and development, including providing continuous educational testing and assessment services, as well as being a center of cooperation in educational testing at both the national and international levels.

In performing its duties to achieve the objectives in accordance with the Public Organization Act B.E. 2542 (1999) and the Royal Decree on Establishing the National Institute of Educational Testing Service (Public Organization) B.E. 2548 (2005), NIETS realizes the importance of problem solving of corruption that need cooperation for eliminating the corruption problem completely, including the a culture creation of honesty and values ​​in performing duties with virtue and ethics without any conflicts of interest, which conform with the Cabinet resolutions according to the MOE’s policy, the Organic Act on Anti-Corruption B.E. 2561 (2018), the Prime Minister’s Regulations on Giving or Receiving Gifts by State Officials B.E. 2565 (2022), an announcement from the National Anti-Corruption Commission regarding the regulation of the Code of Ethics for receiving properties or any other benefit for a government official, B.E. 2563 (2020), and the related Code of Ethics.

To affirm determination in performing duties and administration of NIETS, they would like to announce the policy of being an agency where all NIETS officials refrain from accepting gifts or presents of all kinds from performing their duties (No Gift Policy) with the following objectives:

1. All NIETS executives and officers refrain from accepting or giving gifts of any kind on various occasions according to customary traditions, both before and after performing duties. In this regard, expressing congratulations, blessings, or condolences should be done by signing a greeting card, a condolence card, or using social media channels instead of giving things.

2. All executives and officers of NIETS have a responsibility to inform external parties, service recipients, and stakeholders about this policy.

3. In any unavoidable cases, they must comply with the announcement of the National Anti-Corruption Commission regarding the regulation of the Code of Ethics for receiving properties or any other benefit for a government official, B.E. 2563 (2020). Therefore, it is announced for general information and strict adherence to this policy.
